Rick Morse

President and CEO, Morse Correctional Healthcare

Rick Morse is a seasoned correctional healthcare executive with over 30 years of experience leading medical operations in jails and prisons. His career spans key leadership roles as Health Services Administrator, Regional Manager, Managing Director, Monitor, and Consultant—each contributing to a comprehensive understanding of correctional healthcare systems.

Before entering corrections, Rick built a solid foundation in military and state healthcare through a decade of service. He served as an Air Force Medical Services Corps Officer (Captain), led Utilization Management and Workers’ Compensation Programs, and held the role of Chief of Medical Services for the Maryland Transit Administration.

Rick’s background includes contract and large-system management, start-ups, and successful turnarounds of impaired contracts. He is widely recognized for his ability to elevate clinical operations, drive financial performance, and mitigate risk and loss.

Angela Kennedy is our managing director with 27 years in the insurance industry, with her last 9 years as a correctional claims reviewer, reimbursement specialist and claims director. Angela has been on the forefront of Medicaid expansion in multiple states. She is a tenacious developer of community provider networks and can lock in the lowest rates through our quick payment turn-around and personalized follow through with provider offices. She has cleaned up outstanding billing left by departing vendors and has successfully recouped hundreds of thousands of dollars identifying wrongfully paid claims. She and her team can provide you with any level of claims service from community network development, auditing, claims and accrual management for county self-operations, to provision of a comprehensive full claim’s reimbursement service including real-time financial status, claims tracking, and issuance of explanation of benefits and checks.
